Use terminal to install a debian app on Ubuntu 22

I have downloaded a app that is Debian, for a Ubuntu 22+ (Zorin 17 Core), comes with Debian 11 libraries.

Install via terminal, using apt or wget from an archive in my Downloads sub-folder ‘Tarballs-Archives-Temps’. The issue is how do I set the path to the folder so that ‘apt’ can find and install from any downloaded software archive using sudo (I am Admin, home computer)?

Path = Home/Downloads/Tarballs-Archives-Temps/<archive>
